With more than 21 years of experience, Raquel Zuera focuses her practice on Public Law, Urban Planning Law, and Civil Real Estate Law. She regularly advises national and international companies, real estate developers, investment funds, and public entities on transactions and projects involving significant regulatory and property-related aspects.
She has extensive experience in urban planning, land management and development, urban planning agreements, obtaining licences and administrative permits, urban planning enforcement, and expropriation proceedings, as well as providing comprehensive legal advice on the acquisition, transfer, and development of real estate assets.
She also advises on Civil Real Estate Law matters, including leases, development and construction contracts, condominium and horizontal property regimes, real estate due diligence, warranty claims for defects, and legal contingencies arising from complex real estate assets and transactions.
In addition, she has substantial experience in public procurement, administrative concessions, and administrative litigation proceedings, acting in disputes concerning urban planning, public authority
liability, the annulment of administrative acts, and real estate conflicts.
Her practice further extends to regulatory and administrative advice in the energy and renewable energy sectors, particularly in relation to the development and implementation of infrastructure and assets requiring administrative authorisation.
